Jurnal Keperawatan Merdeka (JKM) is owned by Poltekkes Kemenkes Palembang and operates under the institutional management and supervision of the institution. Poltekkes Kemenkes Palembang provides institutional support and oversees the journal’s administrative, organizational, and operational development. However, editorial activities, including manuscript handling, peer review, editorial evaluation, and publication decisions, are conducted independently by the journal’s editorial board in accordance with established editorial policies, publication ethics, and recognized scholarly publishing standards.
Editorial decisions are made independently by the editorial team and are based on the originality, scientific significance, methodological rigor, academic quality, relevance to the journal’s focus and scope in nursing and healthcare, and compliance with ethical standards of each submitted manuscript. Institutional ownership and administrative oversight must not compromise the impartiality of the peer-review process, influence editorial judgments, or interfere with editorial independence.
The journal owner is responsible for the formal appointment and dismissal of the Editor-in-Chief and other editorial personnel, in accordance with applicable institutional regulations. Editorial appointments should be established through an official decree issued by the Director of Poltekkes Kemenkes Palembang or another duly authorized institutional official. The roles, responsibilities, authority, terms of service, and accountability of editorial personnel should be clearly defined to support effective journal governance and provide mechanisms for addressing potential disputes between the journal owner and editorial leadership.
Editorial performance may be evaluated periodically using transparent and relevant criteria, including publication quality, readership, manuscript submission trends, editorial processing efficiency, peer-review management, publication timeliness, and compliance with publication ethics. Such evaluations must respect the editorial board’s independence and must not be used to influence decisions concerning individual manuscripts.
The dismissal of an editor must be based on legitimate and substantial grounds, such as proven scientific or professional misconduct, serious violations of publication ethics, persistent failure to fulfill editorial responsibilities, or conduct that significantly undermines professional trust and the integrity of the journal. Any dismissal process must follow applicable institutional regulations and the principles of fairness, transparency, due process, and professional accountability.
Through this governance framework, Jurnal Keperawatan Merdeka (JKM) is committed to maintaining transparent journal management, institutional accountability, editorial independence, and the integrity of scholarly communication in nursing and healthcare.
